讲座题目：The Political Economy of Ratchet Effect: Evidence from China's Environmental Regulation

内容简介：The ratchet effect has been an indispensable factor in incentive theory while empirical evidence in political economy remains scarce. Chinese utilization of minimum performance targets in air pollution controls and regional variation in the frequency of target assignment provides an opportunity to examine it. Aided by an illustrative model characterizing local officials' efforts in air pollution controls with or without the potential of being ratcheted, we employ a Regression Discontinuity Design to find that local officials would exert less effort in pollution alleviation when they fulfill the targets ahead of schedule, regardless of whether being ratcheted; in contrast, the incentive to continue exerting compensatory efforts after failing the minimum targets would be weakened by the ratchet effect. We further discover that job rotation and political competition could effectively mitigate the ratchet effect.

曹光宇，北京大学经济学院财政学系助理教授、研究员、博士生导师。北京大学经济学学士、博士，曾任北京大学-普林斯顿大学国际联合博士后研究员。其主要研究领域为数字经济和公共经济学，研究成果发表于《经济研究》和RAND Journal of Economics、Journal of Public Economics等国内外期刊，主持国家自然科学基金青年科学基金项目、中国博士后科学基金面上项目等课题。
