Speaker Bio:
Dr. Liao Zangyi is an Associate Professor, Ph.D. Advisor, and Director of the Department of Public Service Management at the China University of Political Science and Law. His research and teaching focus on healthcare security and health governance. He serves as an expert reviewer for the National Natural Science Foundation of China. Dr. Liao has led over 30 research projects funded by the National Natural Science Foundation of China, the National Social Science Foundation, the Ministry of Education, the National Healthcare Security Administration, and provincial and municipal healthcare security agencies. He has published three monographs and over 100 academic papers in both domestic and international journals, receiving 15 provincial and ministerial-level awards, including the Provincial Social Science Achievement Award. His research findings have been cited in government briefs for the National Development and Reform Commission, People’s Daily, and adopted by the National Healthcare Security Administration as well as provincial and municipal healthcare security departments.
Lecture Overview:
Following the establishment of the National Healthcare Security Administration, China has been advancing the DRG/DIP payment reform for inpatient medical expenses, aiming to enhance the purchasing efficiency of healthcare insurance funds through an improved payment mechanism. This reform leverages economic incentives to drive hospitals to improve quality, control costs, and increase efficiency. However, as a pricing tool for healthcare insurance, DRG/DIP has inherent technical limitations and may face challenges with local policy adaptation. Understanding the value logic of DRG/DIP payment reform, its policy implications, and the adaptation to regional differences is essential. This lecture will explore how to develop a comprehensive DRG/DIP payment policy framework tailored to local resource endowments and regional reform conditions.
