How do MNEs take advantage of state ownership to institutionalize in foreign markets? HR practices and implications
ABSTRACT
This study investigates how MNEs take advantage of state ownership to create institutional assets and offset institutional risks in their labour practices in foreign markets. It advances institutional theory, particularly the state ownership effects on MNEs, by explaining not only why, but also how state owned enterprises (SOEs) are not passive recipients, but active constructors of their institutional fields in host countries. Our investigation of Chinese construction firms in Africa identified different HR strategies used by MNEs with different ownership types. We found that leading SOEs mainly adopt localization strategy and focus on image and institutional asset building in their HR practices. In the meantime, smaller SOEs and private firms focus on risk transfer through outsourcing and subcontracting their HR practices. The implications of different strategies used by different types of MNEs were also discussed.
