China Social Security Research Center Hosts the 10th Social Security International Forum

On September 13-14th, the 10th Social Security International Forum, which was hosted by China Social Security 30 People Forum, Korea Social Policy Studies Association, Japanese Social Policy Studies Association, and China Social Security Research Center of Renmin University of China, was held in Beijing Friendship Hotel.More than 300 experts, scholars and representatives on social security from China, Japan, Korea, the United States, Germany, France, Britain, Italy, Greece, Poland and other countries¡¯ more than 100 universities and research institutions gathered and deeply discussed onthe theme: "Opportunities and Challenges of contemporary social security development". Chen Yulu, president of Renmin University of China, Cai Fang, vice president of CASS, Wang Dongjin, president of China Medical Insurance Research Association, Song Xiaowu, president of China Economic System Reform Research Association, Ju Renhui, president of Korea Social Policy Studies Association, ErMuli, president of Nihon Fukushi University, attended the forum. Zheng Gongcheng, Chairman of the Forum Organizing Committee, Professor of School of Labor and Human Resources, Renmin University of China, successfully hosted the forum opening ceremony, and made keynote reports together with professor Yekoudingjiu in Nihon Fukushi University, president of Korea Social Policy Studies Association JuRenhui, director of the United States Division in CASS Zheng Bingwen.
Chen Yulu, president of Renmin University of China, met with major guests from various countries before the opening of the forum, and addressed for the forum representing the university. He pointed out, in the past decade, China faced rapid economic growth, and rapid social development. Because of the efforts of the former government, China's social security system had almost achieved universal coverage. Looking ahead, we would enter a new era of comprehensive reform, and an important strategic goal of comprehensive deepening reform is to establish a more equitable and sustainable social security system. In this process, we not only needed to respect China's own historical development and reality, but also needed to learn from advanced countries, especially Japan, Korea withsimilar cultural tradition.
CASS Vice President Cai Fang pointed out in his speech, countries with emerging social security system should learn from the successes and failures of other countries first. Compared with developed countries, Chinacompleted the transition from rapid population growth stage to aging population stage in a very short period of time. A deep understanding on China¡¯s unique characteristic---old before getting rich, not onlycould help researchers develop more pertinent policy proposals but also help to find differences when conducting comparative studies.
Wang Dongjin, president of China Medical Insurance Research Association, and former vice minister of the Ministry of Labor and Social Security, pointed out in his speech that, China had become the country with world's largest number of people covered by the social security system. However, due to a late start, and constraints of history and the level of economic development, this system had some flaws and problems in unity, fairness, accessibility and sustainability aspects. He stressed that, China should strive to improve the social security governance structure, governance system, continue to promote the social security legal system, making social security become a solid foundation and an important carrier for the promotion of social equity and justice, and improvement of people's well-being.
Professor Zheng Gongcheng in Renmin University of China, pointed out in his report entitled "Opportunities and Challengesof China¡¯s Social Security" that, the comprehensively deepen reforms is the biggest opportunity to make China's social security system become mature. The high growth rate of national economy, the new urbanization, as well as market-oriented reforms and the modernization of national governance, not only laid the an increasingly rich material foundation for of this system, but alsoaccelerated the rateof reform. He also analyzed the major challenges China¡¯ssocial security reform facingwas long-term interests imbalance, pressure of aging population, large-scale population movements and high employment mobility, institutional path dependence, flaws of current social security system. After the subject report, the Forum was divided into pension insurance, medical insurance, social relief, social welfare, international pension insurance comparison, social security coverage, nursing support, comprehensive, youth, education, China and other 13 sub-forum topics.More than 130 experts and scholars from various countries expressed their academic views and policy insights.
In the sub-forumof East Asia Pension Insurance, 12 experts and scholars presented their papers. Professor He Wenjiong from Zhejiang University, and Professor Yu Yang from Josai University, chaired the forum. Professor Kim Yuanming from Korean Central University, and Professor Lin Yuming from Jinan University gave comments.
In the sub-forumof International Pension Insurance, 12 experts and scholars presented their papers. Researcher Zheng Bingwen from CASS, Professor Yue Jinglun from Zhongshan University, expert Yamabana from ILO chaired the forum. Professor Maiqiaoxiaowen from Doshisha University, Professor Jurenhui from Seoul National University in Korea, Professor Guan Xinping from Nankai University, gave comments.
In the sub-forumof Medical Security, 12 experts and scholars presented their papers. Professor Shen Shuguang from Zhongshan University, and associate professor PuHengen fromJeju Island University in Korea chaired the forum. Professor PuGuangJun from Buddhist University in Japan, and Researcher Wang Yanzhong from CASS, gave comments.
In the sub-forumof Social Assistance, 11 experts and scholars presented their papers. Professor Lin Mingang from Nanjing University, and associate professor Kim Chengyuan from Tokyo Keizai University in Japan chaired the forum. Professor Tong Xing from Nanjing University, and professor Jurenhui from Seoul National University in Korea, gave comments.
In the sub-forumof Social Welfare sub-forum, 10 experts and scholars presented their papers. Professor Hengtianyujie from Japan's Oita University, and professor Li Duizhu from of Kottongnae University, chaired the forum. Professor YueJinglun from Zhongshan University, and Professor Noriko Noguchifrom Chukyo University of Japan, gave comments.
In the sub-forumof Teaching in Social Security, 10 experts and scholars presented their papers. Professor Zheng Gongcheng from Renmin University of China, and Dean FengXiliang from the School of Labor Economics in Capital University of Economicshosted the forum.
In the sub-forumofYouth, 17 young scholars presented their papers. Associate Professor Lu Quan from Renmin University of China, and associate professor Yang Jun from Renmin University of China, chaired the forum. Korea National University professor An Meiying, and Professor Zetianyoulixiang from Tokyo University of Foreign Studies, gave comments.
In the sub-forum of Social Security Coverage, many experts and scholars presented their papers. Korea Sogang University Professor Wen Zhenrong, chaired the forum. Professor Wang Xiaojun from Renmin University of China gave comments.
In the sub-forum of Nursing, many experts and scholars presented their papers. Professor ShenJie from Japan Women's University chaired the forum. Professor Hong Tongjun from Sungkyunkwan University gave comments.
In the integrated sub-forum, 10 experts and scholars presented their papers. Professor Tong Xing from Nanjing University, and Professor Kim Jiaocheng from Korean Central University, chaired the forum. Professor ZhongJiaxin from Meiji University in Japan, and professor Ding Jianding from Huazhong University of Science and Technology, gave comments.
In Chinasub-forum, 18 experts and scholars presented their papers. Dean of Chinese Academy of Labor and Social Security Liu Yanbin, and Professor Liang Hong from Fudan University, chaired the forum.
During the forum, at the request of European and American scholars, a special Chinese pension insurance system reform discussion was held. Professor Zheng Gongcheng to pension experts and scholars from various countries introduced China's social security reform, pension insurance system in particular, and with them had a full conversation.
The experts and scholars in the forum believed that Social Security is so important that it was worth governments¡¯ attention and paying unremitting efforts. Currently, opportunities facing the national social security system of different countries were different, but in general, they are conducive to this system toward more rational and reasonable.An aging population, population mobility and the relative curing pattern of vested interests, were common challenges for many countries. In this context, strengthening the exchanges and cooperation on social security between countries, not only would be the only way to promote Social Security academic prosperity, but also would be an important way to learn from each other to improve their social security systems. The experts and scholars stressed that, no matter at what stage of development, and no matter how the environmental factors influencing social security system changes, to promote equitable social security system and to ensure the sustainability of social security system, should always be the correct orientation statesmen and scholars adhere to.
During the forum, Professor Zheng Gongcheng also hosted the committee meeting of Social Security International Forum, and informed committee members the Publication of "Social Security in East Asia", which was the first phase outcome of East Asian Social Security model research. Committee members from China, Japan, and South Korea agreed that Social Security International Forum was an example of international academic friendship and cooperation. Its 10-year history proved that it was acomprehensive high academic platform warmly welcomed by international Social Security scholarsespecially from East Asian countries, and it should continue to maintain its vitality. The meeting decided that the Eleventh Social SecurityInternational Forum next year would be held in September 2015 at Sungkyunkwan University in Korea.
